We'll show you exactly how the regulatory process works along with strategies and tactics that can help you work with federal regulatory agencies successfully and productively.
Learn the types of rules, what triggers rulemaking, and rulemaking procedures. Get an overview of the major regulatory agencies and the issues they currently face. You'll also find out how you can influence the exercise of regulatory power.
We'll then show you how to use scientific, economic and programmatic data effectively to support your position. Then, instructors provide guidance on using the Internet to track current and potential regulations or conduct regulatory research. (Please note: This course is focused on federal agencies.)

What is rulemaking? During this session, the faculty will discuss rulemaking, types of rules, and the purposes of rulemaking procedures. Faculty will then examine the elements of proposed and final rulemaking notices, what happens inside the agency, and the public's role in the process.

Special Considerations for Small Businesses and Nonprofits
The Small Business Regulatory Enforcement Fairness Act of 1996 upped the ante for federal agencies by giving small entities--businesses and nonprofits--a right to appeal a final rule under the Regulatory Flexibility Act which requires extensive economic analysis and other considerations to rulemaking. Learn how this law transforms the process for small entity input through the Small Business Administration's Office of Advocacy, small entity representatives to interagency panels for occupational safety and environmental laws, and the final arbiter, Congress.
Devising a Policy and Issue Management Strategy
This session will cover how best to influence a federal regulatory agency. How do you advocate that your position is in the public interest? Find out how to effectively use scientific, economic, and programmatic data to support your position, and how to use public relations and the media to influence public opinion to achieve your desired result.
Internet Resources for Researching Regulations and Rulemaking/A Case Study
How to use Internet resources to track current and potential regulations or conduct regulatory research. A case study tracks the rulemaking process.
